About the scenarios Rise of Rome

Playing Rise of Rome scenarios (like 2nd punic war) Rome has cohorts (or hatatis) costing 75 and this troops has 6 of atack and 7 of defense. With imperialist, this troops is OP, costing 45 and having 6/6 atack and defense.
Are those scenarios supposed to be played without strategies?

RoR is supposed in general to be played with IMP, some maybe PD, GW or NC
