How it's possible to have milice on destroyer as passanger???

How it's possible to have milice on destroyer as passanger???

Its the sailor upgrade

Possible with Naval Commander since last update of Strategies

Need someone to steer it :p

Seriously the strategy naval commander gives +1 capacity to destroyers
