How about making weather an option, just like extra cities or anything else? It does not have to be complicated, all you need is like 4-5 different weather types, for example snow storms, which would slow every unit by -2 movement range. What do you think?

I also wanted to add, that you could have this areal, for example only winter in parts of russia (-2 Movement), whereas you could move your units just fine in south europe. And I myself agree that weather should be only optional, just like extra cities. This would make the game a little more fun, since now, even if you are starting to loose, with a little luck things could change in your favor.

Interesting idea, it's not bad to dream of an option weather effects, if implemented right one day.. Land in winter could look a bit icy for to figure it out (slow movement), spring bright (little more reinforcement), summer glowing a bit (?), autumn probably rainy/foggy (less view range) and between seasons everything is just normal (no special effects). Some Questions are: - How should work the weather effects? Should it work more for whole map at same time (standard game option) or should it be reserved for specification by mapmakers for single land, scenario sides (f.e. russia has only winter effects, uk only autumn). I would prefer it to be only map-making based, as it could be a too big change for standard gameplay. - Should there be a calendar as info on certain turns about what season is active in which turn (f.e. on turn 1: info about 1-5, on turn 5: 6-10) or do the weather effects just pop up? Should this be modifiable too? ... I agree, it would need some hard work to bring it in..

This would actually be...somewhat simple to implement if the correct framework is already in place. Every (5) turns, roll a dice for (1/5) of the countries on the map to decide which season they're in.
