Voting

When its a "all players must agree" for the voting option, does it mean all players that voted must say yes, or does it mean that every player, even if they didnt vote had to say yes.

Every single player that is in the game has to vote and say yes.
If someone doesn't vote its considered an automatic no and the changes won't pass.
