What does blitzkrieg upgrade get U?

Let's say I upgrade to "blitzkrieg" ----it says that the upgrade gets u faster movement etc & then it says it gives -1 to defense;
it doesn't say if the -1 is to my units or to the units i'm attacking;
i'm a noob so plz forgive me

-1 refers to own units. Stats always refer to own units.
Blitz: faster expansion, surprise attacks from distance but weaker defence.

+3 movement range to all units
+2 view range to all units
-1 defense for all units

But your answer was more technical. Perfect complement!

I don't think that view range is actually even working.Try playing Turkey without upgrades (lift the fog 1 and 2) and when you play,you will see that Austria is not visible.Now choose blitzkrieg and with upgrades.You will see that Austria is not visible in 1 turn again.So view range is not working.
