Is Hybrid Warfare free with prem?

I got the strat first day using 31500 sp (prem discount) but from translation works, it seemed to indicate the admins bundled it into exclusive weapons pack, where my complete package covers?

Confused.....

Anyone else like me?

It's not given away for free like IF GC and LB you got to pay something like 31,500 sp to have it

You are missing the point, description is woefully misleading.
Then what is the point of making it premium strat?
