I believe making all units stealth will create the desired effect.

Lol please no stealth only... but I do think the no walls maps is cool.

Make all unit air unit

Cant take cities. Not sure how that would work lol.

i think u can make air unit take cities

I'm not sure about that, I'm not a map builder But I will take your word.
Even then I believe a no wall option would work better as a playing experience than air units only.
