Maybe, someone attacked them first, they have got extremely low defense

My guess is these units will have a larger role when we population casualties come into effect.

They have already tweaked them to be more effective slightly, but I take it people think its not working still.
Maybe they need to add splash damage feature (missile detonation over a range, not just vs 1 stack), but then again dont want them to be over powered either.

No they're usable... you just have to have them in a stack with other units.

The one with the highest defence. The unit with the highest attack is the first to attack.

I used non nuclear missiles for atttacks, but they died first with no effect on defenders....

Twice I tried. first time, 2 of non nuclears attacked a city with 5 militia and died without doing any damage.
Second time, I stacked them with a few infantry units in attack (I know, never use inf for attack , lol, it was a test) - they died and inf managed to kill 1 militia.
