Custom Militia after Conquest

So I have unique militia/infantry for each faction in my scenario. When someone conquers another province, they don't get militia. Can you make it so that when I conquer an area I simply get my militia unit?

PS: Don't tell me to add a unit for everyone. It would break my scenario in many ways.

It would be nice to have this but i still feel there are other more important things. Still Support though!
