Curious if account can be restarted without deleting it (rank etc.)

I don't have any reason to restart my account, but would like to know

how difficult it's to make in programming sense? (restart would leave friends, forum posts, location etc. but remove game history, elo, SP etc.)

Admins are able to do all that afaik.
