Does ELO mean best?

Theoretically the player with the highest ELO would be the best 1vs1 player in atWar right?

He is the best in his category, determening the best player of AW is probably impossible.

Elo is an imperfect system , and as such is only an indicator.

Elo is bragging rights. All it is. But it's obvious someone with 1400-1600 elo is a little higher in skill than someone between 900-1100 elo.

It doesn't mean Jack shit all it does it tells you how well a player can memorize and/ or exploit the strategies they use

Unless everyone duels everyone else equally then elo is an indicator of how much time someone has dedicated to the game in playing 1v1s.
