Anti-Aircraft - Still cannot be transported

This came up when alpha and Afterwind merged. As the title says, AA's still cannot be transported in a normal game.

Were AA's transportable in Afterwind?

Yes they were.

They shouldn't be transportable though. At least they should take 2 capacity.

Because tanks take 2 capacity as well right.
